Chatham-Kent Council Report


Some of the considerations and decisions made during the Chatham-Kent Council meeting of Monday November 3, 2008 are as follows:

Tuesday, November 4, 2008

Recommendation
A recommendation that the Tweedsmuir / Lacroix Street block in the Community of Chatham no longer be considered as a potential site for the new YMCA facility.
Decision – approved

Recommendation (Amended) – Surplus Properties
Lots 389, 391, and 393, Plan 75, located on Palmer Street in the Community of Ridgetown be declared surplus and advertised according to municipal policy.
Lots 394, 395, 397 and 398, Plan 75 located on Palmer Street in the Community of Ridgetown be declared surplus and advertised according to municipal policy.
Part of Lot 9, Concession 5, located on Given Line in the Community of Dover be declared surplus. That the property be considered as a potential wood lot prior to being advertised according to municipal policy.
Decision – approved

Recommendation – Tax Sale Write-offs
Recommended that taxes in totalling $25,081.47 be written off as uncollectible. $823.59 is to be charged to the School Boards. The write-offs pertain to unsold surplus properties.

Recommendations - August 31, 2008 Budget Variance Forecast
Recommendations regarding the future monitoring of operations and managing a net forecasted surplus of $64,900, and that one-time reserve transfers fund the following, pending year-end results:
a) $320,000 from the Reserve for Future Years to assist in offsetting fuel price increases as per the recommendation of the 2007 Final Variance report.
b) $496,000 from the Reserve for Winter Control to assist in projected deficits in winter control costs.
c) $265,000 from the Reserve for Closed Session to fund legal and recruitment issues in the Human Resource area.
d) $458,000 from the Reserve for Future Economic Downturns to offset the increased caseload in Ontario Works and benefits for the Ontario Disability Support Program (ODSP).

Recommendations – Information Centre
1. Administration not proceed with establishing the former Bloomfield Road Chatham Visitor Information Centre as a passive visitor area.
2. Administration be directed to enter negotiations with the Province to waive the requirements to use the former Bloomfield Road Chatham Visitor Information
Centre property for visitor information purposes.

Deputation - Pines Chapel Designation
A deputation by Darrell Remai, President, Caleb Group and James Gee, McNevin, Gee & O'Connor regarding the Ontario Heritage Designation of the Pines Chapel
Deferred to November 24

Recommendation – Pines Chapel Designation
A recommedation to the effect that intent to designate the interior architectural elements and the exterior of the 1960s Pines Chapel located at the corner of Grand Avenue West and Ursuline Avenue in Chatham under the Ontario Heritage Act be appproved.
Decision – deferred to November 24

Consent Agenda
An authorizing debenture by-law for tile loans.
Weight limits on the following bridges:
Coutts Line Bridge over Government Drain No. 1 - 11, 18, 27 tonnes
Dashwheel Road over Forbes Internal Drain - 17, 30, 42 tonnes
