At the Chatham-Kent Council meeting held on January 16, 2012 Council:

• Recognized members of the Chatham-Kent Police Services and Chatham-Kent ITS Department for receiving the following awards:
o RIM Wireless Achievement Award 2011
o MISA – Excellence in Municipal Systems
o Merit Winner – Showcase Ontario Awards of Excellence

• Approved three planning applications.

• Received a presentation by Jim Bruzzese, BMA Management Consulting Inc. regarding the 2011 Municipal Study.

• Received a presentation by Donna Fraleigh and Kathy Tomecek, Public Health Nurses with the Chatham-Kent Public Health Unit regarding Let’s Start a Conversation – Social Determinants of Health.

• Received a presentation by Blair Newby, Executive Director, Black History Society regarding the Chatham-Kent Black History Society Sustainability Plan. A motion to receive an annual report from the Black History Society was referred to administration to be included in the Core Grant report that will be considered at an upcoming Council meeting.

• Approved the items listed on the Consent Agenda and directed that action be taken as required.

• Approved two proposals submitted by Eastway for the purchase of two custom pumpers and one tanks.

• Approved the Fifth Line East Waterline Extension Project and the necessary by-law under Part XII of the Municipal Act, 2001.

• Approved the names of the volunteers to be forwarded to the Ministry of Citizenship and Immigration as nominees for the Ontario Volunteer Service Awards.


• In order to comply with Ontario Regulation 284/09, Council confirmed that the 2012 budget is being developed using the cash basis and has excluded the following accrual expenses: amortization expense and post employment benefit expenses. The Routine Approval by-law was amended accordingly.

• Approved that the Mayor’s Heritage Preservation Awards be presented to the following winners:

o Liz Brown for 19 West Street, Community of Ridgetown
o Brad and Donna Eagen for 606 Sixth Line West, Community of Ridgetown
o Joe and Jennifer Marsh for 13590 Longwoods Road, Community of Camden
o Wayne and Patricia Louagie for 6974 St. Philippes Line, Community of Dover
o Manuel Dos Santos for 26 Wellington Street West, Community of Chatham (City)

• Approved a by-law to appoint the following the following members to the Staff Panel
Committee of Adjustment:

o Ralph Pugliese, Director, Planning Services
o Marsha Coyne, Senior Planner, Planning Services
o Janice Lally, Administrative Assistant, Planning Services
o Wendy McFadden-Beckett, Planning Assistant, Planning Services
o Ryan Jacques, Planner, Planning Services
o Jeff Healey, Planner, Planning Services
o Brian Nagata, Planning Technician, Planning Services
o Paul Lacina, Director, Building Services
o Matthew Link, Engineering Technologist, Infrastructure and Engineering Services

• Referred the request of $45,856 to support the 2012 ARTspace operation to the 2012 budget deliberations.

• Amended By-law 213-2010, a by-law to authorize the construction of a concrete curb and gutter on Arnold Street in the Community of Chatham to reflect final cost assessments.

• Referred the report regarding Traffic Investigation – King Street West at Fourth Street, Community of Chatham back to administration for further consultation with the Downtown Chatham BIA.

• Approved the following Notice of Motion by Councillor Myers:

“That administration prepare a report to address any safety concerns, including proper lighting, when the Municipality works with Canada Post to establish the location of a community mailbox in rural locations.”

• Approved the January 16, 2012 Council Information Package.

• Directed administration to investigate and explore strategies or possible by-laws to act on flooded basement issues across Chatham-Kent.
