At the Chatham-Kent Council meeting held on March 1, 2010 Council:

• Received a deputation from Donna Litwin-Makey, Executive Director, Children’s Treatment Centre of Chatham-Kent regarding the implications of the loss of Best Start funding. Requested that a letter be sent to the appropriate levels of government lobbying for the continuation and/or enhancement of Best Start funding. • Received a deputation by Bob Hughes and Bob Christie, Chatham-Kent Kinsmen Club regarding the proposed convention centre. • Received a presentation from Jim Bruzzese, Partner, BMA Management Consulting Inc. regarding the 2009 Municipal Study. • Received a presentation from Brian Case, Chair, Chatham-Kent Community Strategic Planning Committee and received for information the CSPC Annual Report 2009. • Approved the items listed on the Consent Agenda as presented and directed that action be taken as required. • Approved the following recommendations regarding T10-103 Supply and Place Gravel: 1. The low tender of Rene Blain Trucking Ltd. for the per tonne unit price of $16.91 be accepted for the supply and haul of 19,350 tonnes of 100% crushed dolomite quarry stone 0-5/8” granular M for the Dover Division. 2. The low tender of Rene Blain Trucking Ltd. for the per tonne unit price of $16.61 be accepted for the supply and haul of 25,675 tonnes of 100% crushed dolomite quarry stone 0-5/8” granular M for the Chatham Township Division. 3. The low tender of Johnston Bros. Ltd. for the per tonne unit price of $13.02 be accepted for the supply and haul of 22,235 tonnes of 0-5/8” granular M for the Thamesville Division.
 4. The low tender of Rene Blain Trucking Ltd. for the per tonne unit price of $15.67 be accepted for the supply and haul of 23,000 tonnes of 0-3/4” limestone A for the Tilbury East Division.
 5. The low tender of Rene Blain Trucking Ltd. for the per tonne unit price of $18.31 be accepted for the supply and haul of 2,000 tonnes of 100% crushed dolomite quarry stone 0-5/8” granular M for the Tilbury East Division.
 6. The low tender of Huron Construction for the per tonne unit price of $13.95 be accepted for the supply and haul of 28,680 tonnes of 0-5/8” granular M for the Kent Centre Division. 7. The low tender of Rene Blain Trucking Ltd. for the per tonne unit price of $3.65 be accepted for the haul of 27,000 tonnes of 0-5/8” granular M stone from the Harwich Gravel Pit for the Raleigh Division.
 8. The low tender of Johnston Bros. Ltd. for the per tonne unit price of $2.79 be accepted for the haul of 44,760 tonnes of 0-5/8” granular M stone from the Harwich Gravel Pit for the Ridgetown Division.
 9. The low tender of Sykes Trucking Ltd. for the per tonne unit price of $2.90 be accepted for the haul of 7,000 tonnes of 0-5/8” granular M stone from the Harwich Gravel Pit for stockpile materials at all garages.
 10. The funding for tender T10-103 come from the Gravel Lifecycle Budget of $2,929,900 and the remainder of $19,862.02 come from the Surface Treatment Conversion Lifecycle of $86,300. • Extended the existing Senior/Supportive Housing Development Consultant Contract with SHS Consulting, awarded pursuant to Request for Proposal R08-238 issued October 3, 2008, to include the additional work required up to an including preparation of an RFP for and to select a Design/Builder, at the quoted cost of $34,725 exclusive of applicable tax; and further that this cost be funded by the Social Housing (general) Reserve Fund. • Reviewed the summary reports on the drinking water and wastewater systems and addressed any concerns with the General Manager of Chatham-Kent Public Utilities Commission. • Supported the following Green Municipal Fund – Water Sector (Wastewater Projects) applications: • Robertson Ave Outfall Sanitary Sewer Separation (Chatham) • Van Allen Avenue Storm Sewer Separation - Phase 4 (Chatham) • Sanitary Sewer Rehabilitation – Wallaceburg T05-152 • Sanitary Sewer Rehabilitation – Wallaceburg T07-153 • Sanitary Sewer Rehabilitation – Tilbury T07-152 • Sanitary Sewer Rehabilitation – Chatham T07-147 • Sanitary Sewer Rehabilitation – Chatham T08-147 • King Street Sanitary Sewer Re-lining Project (Chatham) • Amended By-law 37-2009, which is a by-law to authorize the construction of a water works and the imposition of a water rate for the payment of the capital costs of the construction of the water works known as Wallace Street / McGregor Line Waterline Extension Project. • Amended By-law 122-2008, which is a by-law to authorize the construction of a water works and the imposition of a water rate for the payment of the capital cost of the construction of the water works known as Nelson Street Waterline Extension Project. • Extended the existing 60 km/h speed limit zone on Klondyke Road from a point 100 m south of Lynn Drive to Talbot Trail in the Community of Romney and amended the Chatham-Kent Traffic and Parking By-law 245-2004 accordingly. • Amended the Traffic and Parking By-law 245-2004 to include the new regulations for the enforcement of parking on private property in the Municipality of Chatham-Kent. Implemented a uniform Parking Permit rate of $15.00 per month (excluding taxes) for all applicable Municipal Parking Lots located within the Community of Chatham. • Approved the Construction and Assessment By-law under the Municipal Act, 2001, Ontario Regulation 586/06 to undertake a Curb and Gutter Improvement on Phyllis Avenue in the Community of Chatham from King Street West to Phillip Street and on Buckingham Avenue in the Community of Chatham from King Street West to Phillip Street. • Amended By-law 270-2008, which is a by-law to authorize the construction of a secondary road at the east end of St. Clair Estates at Dunkirk Drive southerly to Gregory Drive East in the Community of Chatham under the provisions of the Local Improvement Act. • Amended By-law 211-2009, which is a by-law to authorize the construction of a water works and the imposition of a water rate for the payment of the capital costs of the construction of the water works known as Corktown Line Waterline Extension. • Funded the Municipal fees associated with the construction of the St. Clair College HealthPlex, estimated at $108,000, from the reserve for strategic development. Directed administration to discuss public access to the HealthPlex with St. Clair College. • Directed that Con 5 N Pt Lot 10 located at 30204 Zone Rd 5, Community of Zone be declared surplus to Municipal requirements and advertised for sale according to Municipal policy. The results of advertising this parcel for sale to be presented to Council at a subsequent meeting. • Directed that the property located at 254 King St. S., in the Community of Highgate be declared surplus to Municipality of Chatham-Kent requirements and advertised for sale according to Municipal policy. The results of advertising this parcel for sale to be presented to Council at a subsequent meeting. • Approved the following recommendations regarding the 2009 Request for Encumbrance Reserve: An encumbrance reserve of $1,135,353 be approved and carried forward to 2010 to allow for the completion of projects approved during the 2009 budget. The following transfers to specific software reserves from the 2009 approved budget be approved and carried forward to future years’ system upgrades: - Financial Services $18,145 - Human Resources $16,430 $352,000 be transferred into the ITS Strategic Plan Implementation Reserve from ITS operations to fund Tactical Cycle 1 projects as previously approved. • Deferred the report regarding the Chatham Capitol Theatre – Stadium Liquor License Endorsement to the March 22, 2010 Council Meeting. • Amended By-law 84-2006 to add Lorrie McGlashan as Deputy Clerk.
